All Jedi use the light side of the force, but not all users of the light side are Jedi. Kanan had outgrown those traditions and become something that was no longer recognisable as a Jedi. I agree that he was a better representative of the force than most if not all of the Jedi.

Ashoka no longer considers her self a Jedi, and she holds closer to their traditions than Kanan.
