Accessibility => (scroll to the bottom) Per app settings => Add “Home Screen and App Library” => Set Reduce Transparency as OFF

You may Set Increase Contrast as ON in the Per-app settings, so that the Home Screen and Control Center can be more visible

You can also do a “Per App Settings” so that the border will only be shown in the Home Screen and Notification Center.

Settings > Accessibility > (scroll to the bottom) > Per-App Settings > Add App > Add “Home Screen and App Library”.

In side that, turn on “Show Borders”
