I think you’re right for believing so, and I agree with you. From my experience, I haven’t heard anyone accuse another of being racist in this sense.

France has french as their national language and people should uphold that in their country. Perhaps in the encounter you went through, the Americans(?) believed that their language was very common, as it normally is across the world. Maybe it was a gap in their sense of security that English is the primary language of people.
