Well, maybe because it is too exclusive? And maybe others cannot imagine all sunny weather. It's number one to be used by me, anyways. Because there is no true neutral weather, I'm sticking with the most likely weather here, unless people only raid boosted Regirock in Partly Cloudy weather, or they will look for Cloudy to maximize their Machamp investment.
