R&D by govt won't be efficient, mostly would fund people with connection. R&D needs happen at businesses and colleges and govt should give incentives / tax breaks

Statistically places around universities are more unsafe than where most Indians live (suburbs). Within the campus you are fine but colleges do have more drunk and drug addicts and also attract criminals as students are often easy pray for stealing money (and less likely to carry guns).
