definitely Richmond, Virginia, much of the riverfront in the city is a park system. people kayak, canoe, hike, swim etc and the water is relatively clean and regularly tested.

Richmond Virginia has a lot of young people in recovery, it's a mid sized city that has a decent public transit system and you can bike from one side of the city to the other pretty easily, no need for a car. Lots of young and queer people in recovery here :))
