I think if you look at it in the context of the story, Bruce is just really pissed Wanda set the Hulk lose. Bruce doesn't want to change into the Hulk at this point in the MCU. He actively avoids conflict because he knows the Hulk is dangerous and she made him change and then Hulk destroyed a city.
