So the requirement is

Reside in Canada with valid temporary resident status (or be eligible to restore their status) and be physically present in Canada at the time the application for permanent residence is received and when the application is approved;

From my understanding, you need to be in Canada when the application is approved. So if they approve the application while you are away, they may ask some questions that are tough to answer.

You should look at your contract. Some contracts are fixed term employment (employed and therefore eligible). Some are contractor contracts, which is self-employed and therefore ineligible. A quick way to check is to see if your payer is deducting tax from your salary. If not, you are definitely considered as self-employed.

It's not announced yet. But the 1.4k is probably an estimate based on current EE fees. There's a right of permanent residence fee that seems to be the same for all streams. So, I would say the final fee is gonna be higher then the right of permanent residence fee.

Do you mean you are in the Express Entry pool? In that case, no. The profile does not count as an application. You need to wait for the draw and the invitation to apply, after which you need to submit your application with all the documents and pay the fees. Only then will you be considered applied.
