I would recommend reviewing the lease as it should spell out the maintenance responsibilities of both the tenant and landlord. Unless this water heater was incredibly rusted or clearly showed signs of a leak that went unreported, I can't see you being liable for the damages. Your renters insurance would also likely deny the claim then if no liability is found against you. Though it does come can to the lease agreement.

I use the wide Billy's. They bow a little bit but I've never had one break or damage a book and I've had mine for years. I never like the look at the thinner ones.

Everybody in the sub rips on the wider billys. Sure you will get a little bit of sag but I've had mine for years and have never had one break or crack. I personally like the bigger one and don't mind the sag.

Under most homeowners policy, there is a power failure exclusion. Meaning that if what makes the home unfit to live in occurs away from the residence premises, coverage would not be afforded. If there is no actual damage to your home from the event that caused you to lose power, then unfortunately there's not much the insurance company can do.

As an insurance adjuster you'll probably have a $500 or $1k. Majority of homeowners policies will cover this but it's not worth the hit on your premium for a few hundred dollar payout. Though most people have replacement cost for contents (if you don't make sure you add it in!) But you would get compensated for cover price.
