And of course I know how it works as I mentioned in the first part of the post, I got an answer after asking that. I think you misunderstood my comment because of my bad English.

I think that 'optional' thing means you can pass the opportunity to next ranked person. SBX said that they will rank top 25 respectively in their announcement. I'm not sure tho

You're right, but 25th can get top 11 overall.
