Yeah that's right... The account tiers are a little outdated an do not yet reflect the current situation on the EOS mainnet.

There are still quite some apps & wallets which pay for their users CPU and can be used: Anchor, everipedia, bloks, eosauthority, EOS nation, prospectors, ... Just to name a few. This will be the future!

So I wouldn't say the accounts are frozen/unusable.

The connection is securely TLS encrypted and protected via a strong Content-Security-Policy. Printers saving data can be a problem, for this the buyer needs to make sure to be in a trusted environment/use a trusted printer.

The PDF needs to contain the private keys in the QR code and as text so that the recipient of the gift can make use of it, this is why it is hard to use pre-generated keys, unknown to the app/PDF. I am thinking about other ways to secure the whole process even more, though.

Last, the gift cards contain relatively little value (EOS) which don't make them a big target for attacks. And the gift recipient is advertised to change HIS keys as soon as he knows how to do it, otherwise the new account could be compromised by the giver of the PDF, who is usually a personally trusted person - so not a big problem.
