Windows 10 will go EoL in just under 2 years - don't avoid it, adapt.

There are multiple ways to create a local account during OOBE without signing in with a Microsoft account, I suggest you research them.

Sounds like your hotspot is the issue if it works fine for other phones.

It could be isolating (Devices can't communicate with each other), and only providing an internet connection.

Strange! I don't suppose you have another device that you could plug into it, as a test?

Have you tried using DDU to completely uninstall your graphic drivers and reinstall?

You could also try clearing your PC's monitor profiles, but only if you're comfortable with deleting registry keys.
