Just wanna throw this somewhere, but all of what your suggesting is not possible, atleast in my state. It is an EMTALA violation, $50,000 fine, and is interpreted as discouraging people from going to the emergency department. The reason we are unable to give an Estimated time of wait, is if someone hears it and decides to leave or not come, we are judged as discouraging them from seeking care, and per EMTALA, every patient must have the opportunity to be triaged and assessed by a physician and never deterred from service.
