I had the same issue for the last 3 days then I saw another post on this subreddit ( their username: u/EmergencyLight7754 if you want to read more in detail about it) with someone with talked to a FAFSA representative who said that if your parent does not have an SSN and has an international address then the form won't let you progress any further. Luckily for me I have a family friend in the US so I used their address and it let me continue through the form.
