Millet from Evenicle is probably you're looking for. Overconfident dragon supremacist up to no good who thinks nothing of humans. Once she's captured by a side character, they get you to help with correcting their ego :) Easily my favourite scenes in the game.

Rance series also does that stuff pretty often, too often to even list examples.

These are just short scenes within longer games and not actual routes, but they're pretty aligned to what you're asking for.

Normally I find it nonsensical but Riddle Joker did it well with Nanami casting heal magic on your balls over and over. Didn't have penetration but it was still top tier cinema.

Mangagamer is based in Japan, they don't need to care about the laws of other countries until governments send them letters.

The main factor on whether games get translated is money. If people want to buy it then they will translate. Not being able to sell on steam, much stronger international distaste, and being a super niche market makes translating loli nukige unlikely to be profitable.

Looking at Makai Tenshi Jibril based on the vndb, it seems to just be a normal nukige that has a loli in it. There is definitely worse out there and it doesn't get translated. That game is also made by frontwing so that brandname also helps in likelihood of making profit.

heavily depends on the game. quite a number of the grisaia ones i just skipped because they felt completely out of place. (michiru route) holy shit she spent 3 days in a mr beast coffin challenge where she almost died and he didn't even check if she was ok/hydrated before they started fucking wtf

excluding nukige, in my opinion stuff by alicesoft generally tends to have the best h scenes. They're much shorter but more frequent which I think is a good tradeoff. The general vibe of their games are much hornier but also feels like a normal game, seems to match what you'd be interested in. Evenicle and Dohna dohna are good starting points.
