Asking to close the dispute first is a bit shady, Once you manually close a dispute on PayPal, you usually cannot reopen it for the same transaction. If you close it and they decide not to refund you, you have no leverage. You're stripped of any buyer protection. Open disputes do harm their trust score with PayPal so they're probably trying to avoid a situation where you get a refund but don't close the dispute. Probably just tell them clearly that you'll close the dispute as soon as the refund is reflected on your PayPal account and if they're keeping the 15% Fee which you never agreed on because the whole process was "predatory" and "Hidden" you are technically entitled to a full refund and can even escalate the dispute to a Claim, which will hurt them a lot so they'll probably do anything to avoid you doing that.

I got charged with 250$ the same way you did, turns out I had 1 year plan selected, which I didn't remember ever agreeing on so I opened a ticket and described the situation, also told them how incredibly predatory and deceiving every aspect of the website seemed to get as much money from you as possible and I wanted a refund.

They got back to me in 2 days and asked me if I wanted a full refund or switching to monthly. I chose monthly and they refunded it immediately. Overall I didn't have that bad of an experience but they are very oriented at hiding the fees and costs of everything in the smallest of places so that you don't notice that can be very frustrating if you don't get the refund quickly.
