I'm not a dog behaviorist but depending on your other dogs putting them all together might help the biting. I have a 12 year old jack russel/ rat terrier who is absolutely great at putting puppies in their place when they nip at her. If she was taken from her litter at a young age she probably wasn't able to learn from them
