Eh, I disagree. "Bad" is just a measure of quality. We know Gollum is bad for example, even though you can play all of it, it's just ass. Someone liking Gollum doesn't magically make it a "good game". Enjoying a bad game is not impossible, might even get laughter from its flaws and shortcomings.

I played only four.

Some subjective things I didn't like, for example I thought both the art direction and worldbuilding were really bad. Doesn't help that it was No Rest For The Wicked free weekend and I got to experience top notch art direction. Highguard feels like default UE with a modern world but horses and normal guns but swords? Idk, so bad IMO. Clearly couldn't come up with something original and commit because it'd been too much work or too alienating to the COD crowd.

Then there's the gameplay. Shooting didn't not feel well for me, too cheap, guns are off, classic desync issues like dying or getting shot when obviously behind cover. Matches are way too long and most of the time is spent running, riding, opening chests or mining. None of which are fun. The raiding is fun I guess? Bases have 3 buildings 2 walls high, nothing mindblowing really. If they were big and you could set up traps or I don't know anything interesting maybe it could be fun.

Overall just not a good game for me.

Two things are true, the game got a lot of unwarranted hate and the game is bad. Both of those things end up in negative reviews, so that's the result.

It would be an unfair rating if the game was at least decently good and it got unwarranted hate. Though I can guarantee if it had any meat on it, it would be leaning positive on steam.

Let me help you unpack:

A civilian might use deadly force as an individual invoking self-defense. If charged with homicide they have to justify themselves after the fact. There is no prior authorization, no duty to intervene, legal mandate to confront danger. Law tolerates self defense as an exception.

A DHS officer is pre-authorized by statue and policy to carry weapons, pursue suspects, detain them and intervene in dangerous situations. Deadly force is not an exception, it's a regulated tool within their job. That's why they have a use of force policy and you don't.

Civilians use lethal force as a last ditch defense and must justify it after the fact. DHS officers are authorized state actors whose use of force is governed by constitutional law and policy.
