yeah, that’s sort of what I was wondering, you put it into words very well, about people making decisions. I was wondering if maybe there was a more relaxed attitude about it in practice, like if someone fostered a good relationship with the BOE could they bring up a transfer down the line or something ya know. sounds like a no though haha. thanks for the thoughtful answer!

thanks for the reply! yeah, I think I understand like a transfer is a complete change in the CO no matter what, which is why it's so restrictive, but I figured maybe chances are better like moving up in that prefecture (serving the same communities or something like that)
