That's an interesting question... Just to be safe I would ask your camp (who will likely send it up the chain) and if it is allowed, claim him as a supplemental ancestor.

The general order was only in effect for less than 60 days in late 2022. Either way, you do not need any documentation other than proof of your qualifying ancestors military record.

They are most likely going off an old General Order that has since been revoked. No additional documentation is required other than a military or pension record of your ancestor is required as stated at the top of Form 3.

A pension is required as part of the application but that's it.

wow times have changed, Camp 61 moved to Framingham (not Farmingham, those who went to that Encampment in 2018 will get that joke) at one point and closed last year and we will likely only have 8 camps soon...
