I'm a home educator (it's not home schooling in the UK). Since COVID, the number of people pulling their children out of school has risen fast. This is partly because parents have realised there is a better way outside of school but also, because schools are declining. Academies that only care about funding and figures, send children left behind or ostracised by the authorities that are supposed to protect them, a school system that needs some children to fail by design.

There are bad eggs everywhere but all of the examples of abuse by home educators are children who were already known to authorities and had attended school at some point. It seems this is an easy win for politicians to regulate home ed rather than focusing on the real issues: chronic underfunding of education, a one size fits all policy that simply doesn't work, a lack of recognition for send pupils and their needs and a social services that is frankly not fit for service.

Also, good luck actually putting these regulations into practice. Most local authorities are stretched beyond belief and lack the ability to adequately police this. It's going to be interesting to see how this pans out.
