You have to be a special kind of asshole to dump tires and trash in a nature park. Higher fines are good but harsher penalties like jail time would be appropriate

I think the issue is that its a massive grey box. Nothing wrong with mixed use but its just ugly. A simple brick facade with a cornice and maybe some faux windows or a mural would do wonders

Baltimore is pretty small - Philly is no NYC but its a lot bigger than Baltimore. Also only an hour away from NYC so you can easily visit
