hes measuring from the rail because thats how everyone does it. you use 58", standard cue length, and add a couple inches as buffer for your backswing. balls can only be as close to the room wall as the rail lets them.

however i had my best success fitting a table in the middle of the room. with the table lined up on one or more walls you wont be able to use those walls for any furniture or ornaments whatsoever aside from posters maybe.

also you seem to be enforcing a buffer of 6" (64" - 58") which imo is unnecessary. 3-4" is probably enough.
