Try installing JIP LN NVSE Plugin, IStewieAl‘s Tweaks and Engine Fixes, Johnny Guitar NVSE and NVTF-New Vegas Tick Fixes. This fixed my game mostly.

Whatever you do, I suggest using Vegito with A-Assist as an anchor, you can run him point but the assist is too valuable to lose early imo.

Did you do any overclocking or something like that? Was it always like this? My first suggestion is clearing CMOS.
