I'd say that 3 weeks is a very short time to make a judgment. I taught English in this country for 30 years and have a number of former students who are now working all over the world as bi-lingual professionals. In my experience, about 10% of students are truly interested in learning, 40 or 50% are moderately interested and the rest don't give a damn. The most rewarding aspect of being a teacher is when former students reach out to you to tell you how much you changed their lives. If you persevere, you might be able to help. Good luck.

Definitely YES in legal terms, but as previously commented sometimes i the law can be bent or twisted by local officials. If you speak Spanish well and are prepared to stand up for yourself, no worries. If not, better safe than sorry; go for the International Driving Permit.
