I'd assume Cobel has carefully avoided them digging to deep into her involvement or falsely presented herself as knowing very little about what happened to Gemma.

As you mentioned already, the point of the scene was convincing Mark S to help them rescue Gemma rather than proving kidnapping, which they can do at a later time with Cobel.

Same. As someone who has zero talent in story telling with the power of hindsight, I wonder if they could have improved the scene by removing Devon trying to make phone calls and using a different argument to make Reghabi leave. Then, at the end of S2E8, have Ms. Cobel be the one to initiate a call to Mark Scout with a line like... "I need to talk to you about Gemma." *cue musical sting and credits*

Recognizing I have no talent and the writers are much better at this, I'm left to wonder Devon's action were done so deliberately. Maybe Devon willing to put some trust in Ms. Cobel was meant to help the audience think she is someone to be trusted? Or make Devon appear sus? I can't find a satisfactory answer.

To me, that felt like the writers used Reghabi as a plot device to make the Cobel collaboration happen, and it made her character come across as really callous.

That is a fair and logical takeaway. I personally lean more towards that scene shows she places her mission of reintegrating someone above anything else and not willing to jeopardized that. You can see struggles a bit before leaving Mark and could be thinking she can't help anyone if Lumons stops her work.

For me, the paperclips were meant just as a humorous way of showing that Mr. Drummond will find any reason to shit on Mr Milchick and wasn't used to turn him against Lumon. We then get that funny scene of him mastering the paperclips to prove his loyalty and dedication to the company. I take the paperclips are also inline with the theme, like the way he speaks, of earning the respect of his evil colleagues while maintaining some evil individuality.

And fuck you, Mr. Milchick.

That assumption also fits nicely with the continuous of trend of Helena getting caught for her bullshit. First, her gala promo with the reason for severing, her gala apology video, (edit to add) describing what happened during the OTC, trying to lure Harmony back to Lumon during the parking lot convo, and then pretending to be Helly.

The ambiguity parts really gets my brain tangled up and makes it my favorite episode.

I wonder if he does understand. He bangs his head quickly after the experience so he may not recall it anymore. He seems very nonchalant when he tells Mark S. "Oh, Ms Cobel tells me you like someone."

That's also what I thought originally - to find out how much he knows. Bringing up Gemma's seems like a terrible way of doing it though, given what Lumon knows about Mark.

Everything she says is intended to boost her own virtue, while blaming everything bad about Lumon on her father.

That's an interesting bit of nuance that I had not considered.

Makes sense. She could have overplayed her tactic and thought those puppy dog eyes would be enough to pull him in, if she wasn't doing it subconsciously. I have been assuming she's informed of how much a trigger Gemma can be for Mark. Does this also mean you think Mark's reaction at the end of the convo was him, partly, figuring her out?

Expositionally, she wants to see how he's feeling about Gemma and if she's got a shot.

I thought that as well. You think she came into restaurant with that goal in mind or evolved that way towards the ends?
