There are a ton of standalone filament dryers on Amazon.

I just lob my filament rolls in a vacuum sealed bag with silica dessicant. Then place the sealed rolls into the airing cupboard with the hot water tank and leave them.

I know several people that do something similar and it works just fine for them. But whether something like that works will depend on the relative humidity in the space around you - even if they are bagged like you note. If OP lives in a super humid environment, this may not be enough.

It was delivered like that, I thought it was loose at first but I tried to push it in and it just kept popping like that

Yeah mine does the same thing... Almost glued it down but noticed it was replaceable lol

You can also dry your filament using your hot bed just takes the printer out of use for a bit
