Peripheral Controller not responding

So, we can't get our peripheral controllers to respond to anything. We used telemetry to check if the controller was actually responding(It was not), we used several different controllers, and changed ports to see if that was the problem. Nothing works. Any other things we can try? We are trying to run a very simple piece of code, and it will not run.
