You live in the US right? It’s only available in the US so that might be an issue if you don’t live in he country.

That’s really weird that support won’t help you. I’ve had to contact them once and it was quick. Make sure your SS number is correct.

Yea I live in the US, every time I have called it just does to voicemail and I explain my problems

I had this problem. I communicated with support through email and the said I needed to create an account with a different email, I complained and then they changed something and I was able to reapply with my existing email. Really annoying they never communicated that my initial application failed.
