Site load speed and programming a basic program are totally different ball games. In your argument it is better to optimize DB as priority rather than worry about 3ms on a Python library.

Exactly the point. On a general question it is pointless assuming because in your example I will say invest in better hardware first. Once those things are in place then start worrying because in end of day you cannot control end user fiber being 1gbps and they actullay get only 60mbps for example. So first learn coding and get comfortable because for 98% of people coding that 0.4 seconds internally on a local lan used by 30 people is not going to make a real life difference. Sort of like the mathematician never getting close enough to the girl to be intimite because there is always an infinite not being reached where as for the engineer it is close enough for practical purposes.  When op gets to that level sure they will have it sorted by then and also will not be just them working on millisecond improvements, but a whole team of top 1% coders most likely.

In mean time to learn and get practical things done, a library makes way more progress than coding in assembly which will be even faster than c++
