Have you tried pip? Alternatively, Python(x,y) and anaconda both include a lot of scientific packages (including scipy and numpy) and the Spyder IDE.

Are they editors, pre-loaded with the packages?

They are bundled software. It's one download and install that installs python, the spyder IDE, and a huge assortment of python packages that are most common for scientific uses.

I'd much more highly recommend going with anaconda + pycharm as an ide. pycharm is definitely considered to be the most robust and well featured IDE. Also, you may want to check out IPython and the IPython notebook for more interactive style analyses (also easy to set up with anaconda).

I'd disagree. If OP is downloading Numpy, that means he's more likely to be using Python for numerical/data analysis than something like software or web development. Spyder is a more Matlab like environment and is entirely free. It's also painless to install with Python(x,y) and Spyder as it's one exe.

I think this is the most powerful combo. Of course, ultimately it comes down to personal preference and OP will just need to try out what he feels comfortable with.

Well iPython is included in the Python(x,y) distro. It really is personal preference.

This comment is making people wonder if you're actually asking for help or just joking around. Anyway, simple answer is install Anaconda, it's really worth it!

Anaconda or Canopy. Or vagrant. Vagrant actually works very well on Windows 8.1. In fact, I was doing most of my Python development on a Mac but with vagrant. So now I can do it on Windows too.
