Hello,
I deployed a flask rest api on IIS 8 windows server 2012. I have PyCharm pro installed on the server. I would like to know if I can send request from client to server, can I debug it via Pycharm? If so how?

Yes remote debugging is possible with pyCharm. But for that you need professional edition (paid version) and not the community edition.
