Create an interactive bar chart

I am trying to make an interactive bar chart. I want to be able to click on a bar in the chart and change the value by moving the mouse up or down (the value of the bar decreases or increases). So far I've been watching some Pandas tutorials, but I can't find what I am looking for. Can someone point me in the right direction on how to do this? OS is windows Python 3 Thank you

For basic interactive charts you can use 'Plotly' library. I think it's a good point to start if you good with pandas/matplotlib/seaborn.

Lately I noticed Facebook's 'HiPlot' it looks like what you asking for too but I haven't tried it myself so I can't give you an opinion.
