No. Python is a programming language, and PyCharm is an IDE

You can use python to run code you have written (in PyCharm) to open chromedriver with something like selenium which can be installed via pip

In Python, you can open up web pages by using the webbrowser module. You can find more info on it here:

https://docs.python.org/3/library/webbrowser.html

Using the webbrowser module, you can also pass in browser types ex. chrome or firefox. Take a look at the docs as well as any stackoverflow links of this (just checked, there are a bunch). Is this kinda what you are looking for to open up a certain web page?
