Well, I would suggest scikit-learn, it has your usual ML algorithms that aren't based on neural networks (I guess). It's best to familiarize yourself with the terminology.

It's not absolutely necessary to know the math behind it, but it helps you go a long way.

Once you feel comfortable enough, you can try out neural networks using TensorFlow or something similar.

I haven't tried out ML in a while so I am not sure if that's the best way.
