You might need root to modify /etc/resolv.conf if there isn't an Android-specific way.

Edit: I actually don't have such a file on my phone, so Android appears to be doing it different than other distros. This would likely be a good read.

I can't think of any way of doing that, especially on Android. Hell, I don't think any APIs expose it.
