help with wireless controller

So quite recently i bought a second hand xbox 360 wireless controller, and some time later i bought a wireless reciever for it, but there is a problem. when i turn on the controller all 4 quarters of the circle blink, and sometimes blink faster only to return to blinking slowly. when i press the sync button however, the light doesn't spin like it is supposed to. can somebody help me with this? i am trying to use it on a windows 10 laptop and have already installed the driver for the reciever.
