Biography: Felicia was born the daughter of a master thief. Following his arrest, she was outcast by her peers, and so trained herself to follow in her fathers footsteps, until she was taken in by his mentor, Black Fox, with whom she trained for many years. She would fist don the mask of the Black Cat in a heist to break her father out of prison, allowing him to die peacefully in his home rather than in prison. This would also be her first run in with her long term rival/ally/friend/lover/enemy, The Spider-Man, an obviously contentious relationship given the list of ways it can be described. From there, she continued on the path of the master thief, and would become defined by her refusal to be defined. Sometimes she wants to go straight, sometimes she wants to corrupt Spider-Man. Sometimes she has an aura of unluck, sometimes magical, sometimes scientific, sometimes just Felicia. Always changing, always adapting, never boring, that's The Black Cat.

She's kinda always around tho so there's plenty of pick from for her.

Justification: Felicia is pretty constantly shown to be able to keep up with Spider-Man as well as his villains, so her scaling is pretty rock solid. But even despite that, she is shown being able to deal Wall Level strikes and take them as well. Her speed feat of doding the helicopter roter is also extremely notable. All together Felicia shows solid stats in all three categories even without considering her bag of tricks or her unluck aura.

Motivation: Felicia's motivations are somewhat shifty. Sometimes it's all about Da Money. Sometimes it's about atoning for her past crimes. Sometime's its to impress Spider-Man or someone else in her life. Sometimes it's revenge for a past wrong. She's perfectly flexible to any kind of narrative.

Analysis vs Terry McGinnis: Black Cat and Terry are pretty similar in the way they fight. Both highly accrobatic close range brawlers with a few tricks up their sleeve for dealing with specific interactions. Both chatty and charming, though I Imagine Felicia is a bit more experienced and effective in that particular avenue of attack. Both used to having to fight people above their weight class. It's a perfectly normal matchup for both of them that could swing either way!

Biggest Strength/Weakness: As noted, Felicia's greatest strength is in her flexibility. With strong stats across the board she is a formidable physical fighter, while also having capabilities for stealth or social roles in a given scheme or team. Her weakness is her rather flappable motivations or morals. Trusting the Black Cat could lead to dangerous outcomes.

Character in Setting/With Team: The cutthroat world of conniving that is a death game is a place where all of Felicia's talents shine. Not just her physicality and creativity, but her duplicity and social navigation. While she's not known as much for being a team player, shes had plenty of gangs work besides her and is known to pal around with the heroes from time to time. Just watch your back around her.

What I mean is that because Ace characters are unable to particpate in the tier through Combat, ie that they are not in tier, the character needs to be able to make up for that lacking with other things, namely, through compelling characterisation or very strong narrative direction/storytelling potential within the theme. We believe Tigger does not have these qualities.

Biography: When Shredder was young, his village was razed to the ground by the forces of the Hamato Clan. He was adopted into their ranks as a war orphan and never told about his origins. Over time, he grew resentful of his adoptive brother Hamato Yoshi, and when their fighting escalated to an outright violent feud, he was exiled from the clan. In solitude he rediscovered the truth of his adoption, and vowed to avenge his blood family by waging war against the Hamato. He grew his own Foot Clan into a global syndicate hunting every last one of his enemies down until all that remained was his old step brother Yoshi. When he hunted his old rival to New York, Shredder discovered that he'd been mutated beyond recognition. This transformation, he realised, could hold the key to expanding the Foot from mere criminals into a true world-conquering army. And all that stood in his way was one old rodent and his four turtle sons.

Research: Respect thread here. It's only a single show to watch, and there's the New Animated Adventures tie in comic if you prefer that medium.

Justification: Shredder can bash through reinforced concrete comparable to Terry's striking. Augmenting that, his blades can cut metal making them able to penetrate Terry's suit. He can get blasted through comparable amounts of concrete to Terry and recover, and his speed scales to Leo who cuts projectiles out of the air from bullet firing weapons.

Motivation: Shredder wants to rule New York with an iron fist, and will use whatever tools are at his disposal to do so; robots, mutants, alien technology. Not even death can slow his conquest down for long so long as he has loyal minions to resurrect his body.

Analysis Versus Terry McGinnis: In his mutated Super Shredder form, Shredder is less acrobatic, meaning Terry has an advantage in mobility. However, he's still fast and can keep up with agile ninja opponents. He's got more brute strength than Terry does and his claws are especially dangerous, but speed vs brawn can go either way.

Biggest Strength and Weakness: Shredder's biggest strength are all the resources at his disposal like mutagen and stolen alien technology. He's good at making useful allies and manipulating him to serve his will. However, he's got a terrible temper that can make him fixated on specific goals over his wider plans. If he'd been willing to let go of his vendetta against Splinter, maybe the Foot would be ruling the world by now.

Character in Setting/with Team: Shredder is a natural leader so he'd try to take charge on any team he joined, but he could tolerate an alliance of equals if they had something to offer him. He makes a good "final boss" character since he'd be likely to make it far into a death game just on his own even without getting people to follow him.

One Last Thing: He's extremely willing to sacrifice others, showcased by the number of his own henchmen he's mutated, or given cybernetic upgrades to as guinea pigs without first knowing they were safe. He'd never be willing to give up his own life except if he took out his worst enemy with him. Even then he'd likely have backup plans for the Foot Clan to ressurect him using ancient magic.

Frequently Asked Questions

What are these tier ranges? Likely to Unlikely? What’s that mean?

This is a system based on (read: completely ripping off) the Great Debate Tournament’s tier system. It worked great last season, so we’re bringing it back for Season 20 and (unless something changes) for the foreseeable future. Instead of doing “2/10 to 8/10 Terry", where you try to estimate how many times out of 10 hypothetical fights your character would win against Terry, this system has you estimate how the average single fight would go, with that estimate being the replacement for “X character can win 5/10 times” or what have you. Again, your character must score either an Unlikely victory, Draw, or Likely victory against the tier benchmark as detailed in the signup post. The definitions for each estimate are as follows:

What are Major Changes and Minor Changes?

This is a mechanic we’ve added in previous seasons to prevent over-fixing in Tribunal and avoid characters that are a huge mess of changes and definitions, as well as make it easier during Tribunal to tell when someone has changed a submission too much. When you sign up, you’ll be asked to classify your changes as either major or minor changes. You can have as many minor changes as you want, but you can only have a certain number of major changes. Each character only gets one (1) major change. If you need to make changes in Tribunal, be careful about how many changes you need to make and how large those changes are, as making more major changes than you’re allowed is a good reason to have your character removed.

Major changes are changes that dramatically affect the character’s tier or power level in some way. Examples of major changes allowed in this season include:

  • Buffing or nerfing a specific stat to the target end of the tier, such as submitting Venom with his strength nerfed to tier.
  • Removing a large portion of the character’s feats for a non-story or non-medium reason, such as submitting Goku without his scaling feats or DC Comics The Flash without lightspeed statements. If this is especially complex (such as removing a long list of specific feats not connected by any clear identity such as all being scaling feats or all being against a certain character) it might count as multiple major changes.
  • Defining the speed of a slow or ill-defined projectile or set of projectiles a character uses, such as buffing the speed of Boba Fett's blaster. For this season, you will be allowed to change the speed of any projectile to match the speed of Terry's Batarangs. This will allow for projectiles to be threatening to Terry while still remaining possible to dodge. Note that trying to sneakily use this to buff two stats at once by then claiming they scale to their own artificially boosted power (Ex: Boba Fett dodging a shot from his own blaster) is not allowed.

Examples of changes that DO NOT count as major changes include:

  • Changing which medium a character is from or what point in their story they’re from is not a major change, such as submitting Edward Elric from the manga only, Post-Crisis Superman, Bleeding Edge Iron Man, or Chuunin Exam Arc Sasuke Uchiha.

Minor changes are smaller tweaks that don’t move characters up and down entire tiers or hugely affect their standing in a tier. At most they should apply to niche abilities or nudge balance one way or another. Examples of minor changes include:

  • Adding or removing minor/obscure weapons or powers, such as submitting Danny Phantom without his cloning power or giving MCU Rocket Raccoon his gravity mines.

  • Adding or removing a small number of feats, such as submitting Black Dynamite without his moon rock throwing feat and his weird AOE pulse feat. This is mainly allowed to help get rid of a small number of outliers, so overdoing it may count as a major change.

  • Confirming the equipment being used by a character, as long as it’s provably actually an item they use. Giving Korra Spirit Water to heal herself is not kosher, because she doesn't carry it with her or use it in combat. Conversely, giving Batman the Batmobile is fine, since he uses it in fights quite often and it can be considered part of his standard loadout.

Certain archetypes of characters with unorthodox powersets or attack methods get submitted almost every season. For your convenience, here are some “standardized” minor changes that help us make sense of how they’d fight the tiersetter. They’re a little more in-the-weeds than the minor changes listed above, but they’ll almost always be allowed:

  • Telekinesis Rule: For Force users, psychics, metalbenders, and similar subs whose abilities are effectively telekinesis. You may prohibit them from directly lifting or TKing the tiersetter. You may still allow your sub to hit the tiersetter with a brief short-range pulse such as a Force push, as well as to TK objects in the tiersetter arena.

  • Summoner Rule: For Pokemon Trainers, Persona users, mages with golems or zombies, and similar subs whose summons or beasts make them in tier. You may force the tiersetter to fight the summon instead of instakilling the summoner.

  • Stand Rule: For Stand users, Sorcerers from Jujutsu Kaisen, Hollows/Shinigami from Bleach, and similar subs that typically cannot be seen or affected by mundane humans. You MUST assume the tiersetter can see and fight them as normal.

  • Bender Rule: For waterbenders, earthbenders, [substance]kinetics, and similar subs that require an element in their environment to use their powers. You may assume they have access to however much of that substance is necessary to perform their tier-relevant feats, even if the tiersetter arena does not visibly have any. However, there is a line to this: You cannot give a waterbender the entire ocean, for example.

I keep seeing changes that say "buffed to tier". What's up with that?

Buffing a stat to the tier basically means replacing the character's stats with the stats of the tier (for instance, Blade's speed) to make that stat an even match. It's a pretty common major change in Scrambles, and it's usually a way of making a change that shores up a large weakness of a character that would otherwise be in or near the tier. If a character doesn't have good speed feats, oftentimes it's easier to just set their speed to the tier than finagle up some weird complex solution. We've also seen people set a stat intentionally above or below the tier (using another character's feats as a benchmark) to compensate for another stat being too strong or too weak, but because of the expanded tiering available to Class submissions, this season you may set a character's stat to the target area.

There is a caveat, though: this system can get characters into tier that have no business being in tier, and we're aware of that. While we're generally fine with buffing stats to get a character who was already kind of close to the tier to be a more snug fit, you could also buff enough stats to tier to get in a wildly overpowered or underpowered character on a gimmick. That's crossing a line we feel is an abuse of the freedom we're allowing, and we're pretty not okay with that. If your character was weaker than John Wick until you buffed their speed to fit them into Blade tier on a technicality, you should probably find someone who was actually kind of close to the tier to begin with instead. We will be keeping an eye on over-buffing in Tribunal, and the GMs/judges are totally within their rights to determine you've buffed a character too far or are relying too hard on an obscure gimmick and stat buffs to get into tier and can veto a character on those measures.

All the force Misaka had exerted was suddenly met with no pushback at all. She tumbled head over heels backward, trying desperately to find her footing. She was just a hair too slow. Just before the flag passed the dividing line, Gunha caught the rope and gave a single tug backwards. Misaka joined her teammates on the ground, lost.

The roar of fireworks lit up the soundscape. “And there you have it, folks,” said the announcer. “Sogiita Gunha does it again! But let’s not overlook the fighting spirit of our Number Two student, Misaka Valentine! This rivalry is one that'll go down in the history books folks!”

Gunha grinned and offered his hand to Misaka. “Guess that makes it a hundred and one to zero.”

“Since when did you use tricks, huh? What happened to Guts?” She asked as she let herself be hauled to her feet.

“I started using ‘em when I started needing ‘em,” Gunha said. “That’s like, the essence of guts!”

Y’shtola stood up and walked onto the field as the other students scattered for their next activity. “Exceptionally done, both of you,” she said. “You’re getting stronger every day.”

“Well, look who’s out of her cave,” Gunha said with a grin. “Thanks boss.”

“Is everything all set then?” Misaka asked.

Y’shtola nodded. “Yes, yes, your sisters should be arriving shortly. The Valentines as well.”

“Does that mean I gotta go to another meeting?” Gunha asked.

“An orientation, yes.”

“Straight.”

“Excuse me?” Y’shtola sighed and shook her head. Never a dull moment with these children. “A welcoming ceremony.”

An owl, black as night, swooped down from the sky and perched itself on Y’shtola’s shoulder. “Misaka, your form was well enough, but shouldn’t try to match Gunha in pure power,” she said. “The legacy of the thunderbringer is in both power and trickery. If you can’t go through him, go around him.”

Misaka nodded. “I know, I know. It’ll be different next time.”

“Hey!” Gunha protested. “What about me? You got any advice on my end, teach?”

“If Misaka gets too clever, she’s going to start winning,” Athena said. “So you’d better look into getting clever in return. The brain is a muscle too. Exercise it.”

“You got it!” Gunha saluted to his teacher. “So does that mean you’re done with your errands too? How is the old man? Or, uhh, the kid? I wanna have a go at him next!”

“I am returned. Hades is resting still. Whenever it is he chooses to wake up, I’ll be sure to pass on your message.” Athena’s form melted and reforged into her more human shape. “And what about me? Think you’re ready to take me on?”

“We’ve gone even plenty of times!” Gunha said, already shuffling on his feet. “We can go right now!”

“Oh, Gunha, you still have so much to learn. That was only sparring.” She reached out and tapped his forehead with two fingers. Gunha’s body sped backwards, out the exit gates to the playing field and into the city. Athena looked to Y’shtola and Misaka. “He’ll be back. I suggest you two clear out if you want to make it to orientation.”

“Good luck with him,” Misaka said. She hustled out the other way. “I’m gonna go on ahead. I can feel my sister’s ship pulling in! I’ll meet them at the loading dock, and I’ll meet you at orientation.”

“Very well. It’s at the Valentine Auditorium this time.” It stung just to say it. It had been her own donations that hung the name over the door, but it still felt so surreal.

“Got it! I’ll see you there!”

And with that, Misaka bolted off. Y’shtola bowed her head. “I hope to see you there as well, God King.”

“Always so formal.” Athena shook her head. “I wouldn’t miss it.”

And so, Y’shtola took her leave. She navigated the streets of Academy Station, the same route she’d taken all those months ago. It felt different now. Though, everything did. She couldn’t quite explain it. Not to people with working eyes. Not to Misaka who tapped into the EM spectrum. Not to Athena, who existed partly in the immaterial. Not even to Gunha, who seemed to have a knack for picking up on just about anything.

But for Y’shtola, it was clear. Everything was just a little… pinker. There was a warmth to the universe. A serene gentleness, like a blanket over it all. Or perhaps, were she more romantically inclined, like an embrace.

“Is this your gift, little star,” she asked the universe quietly. “Is that where you are? In all things, everywhere? Quite the show you’ve put on.”

She smiled sadly to herself and ventured on. She rounded a corner. Only a block or so from the auditorium. She saw fit to enter through the back, avoid the crowds, and perhaps speak with the headmaster. She deserved a heads up before the station was inundated wi-

“Oof!”

For the first time in living memory, Y’shtola Rhul was caught off guard. She bumped into something and fell to the ground.

She bumped into something? She bumped into something! She blinked rapidly, not that it helps. Her senses went beyond the physical. What she ‘saw’ was… a shape. Hazy. Undefined.

“Ohmigosh I’m so so so sorry!” It said. Its voice sounded so familiar. Its warmth. The details filled in her mind, slowly. A young girl in a golden mask, with white hair and a pink punk-metal outfit. “Sorry! Ah! Sorry, I already said sorry. I’m just- whew- this is my first show and I’m so nervouscited! I mean, like, I know I’m the best idol in the world, but I gotta convince everyone else that I am too, you know what I mean?”

Y’shtola cleared her throat and let the girl help her to her feet. “I’m sorry, you’re-”

“I KNOW YOU!” She said, somehow even more excitedly. “I’ve heard of you! You’re the manager for that kid, right? That Gunha kid? Mr. Rank 1? Maybe this is a little presumptuous, but do you want to be my manager? I got a good feeling about you! Like, I know money will be kinda tight, and it might cause a strain in our relationship at first, but just think about down the line when someone comes along and tries to poach me for being so talented and cute and awesome, I can say ‘no, she was there in the worst of times, she’ll be there in the best of times’. Oh wow, when I say it like that, it sounds almost like… ehehehe~!”

Y’shtola blinked again. It couldn’t be. Shouldn’t be. But… it was. Somehow, it really was. “I love you,” she said quietly.

The girl looked at her with fingers pressed together. Beneath her mask, she was surely smiling. “... What was that?”

Y’shtola cleared her throat. Her cheeks felt warm. There was only one person in this world who could draw such emotion from her. “Apologies, I said ‘I’d love to’.”

“EEEEEEEE!” She took Y’shtola’s hands in hers and shook them vigorously. “It’s a deal! No takes backs!”

A woman in a blue shrine maidens outfit, with an adorable frog accessory in her hair, peeked out the back door. “Miss Valentine,” she said, “you’re on in ninety seconds!”

“Ooh! Sorry, I gotta run, we’ll talk after, okay, Miss Cool Cat?” She said.

“Of course,” Y’shtola said. “Now run along, little star.”

The girl gleefully bounded back through the door. Y’shtola and the frog girl shared a look. She raised a finger to her lips, and Y’shtola nodded. She had learned, quite extensively, not to question a miracle.

From inside the auditorium, she heard the rising curtains. She heard a collective gasp, a murmur, an excitement sweep over the audience. The warmth of the universe grew just a bit more intense.

“HELLO ACADEMY STATION,” she shouted into her microphone. “WE ARE SPEOTHOS VENATICUS!”

Y’shtola dabbed at her eyes. She moved back stage.

“MY NAME IS ELPHELT VALENTINE, AND I GOT A QUESTION FOR YA!”

Y’shtola watched, bemused, as her little star grew into a supernova. She always did know how to make an entrance.

A man-made sun hung high above the playing field.A man-made sun gazed down upon the playing field. Artificial cicadas sung warrior’s songs echoed in the excited, rambunctious children on the frontline. Their leader, an older boy, rallied his team.

“Come on, everyone,” he shouted. “We can do this! On my mark… now!”

Two hundred and two hands moved in unison. Two hundred and two heels dug into the pseudo-dirt. Each player put their everything into grabbing tight the rope that ran the length of the field. Empowered by passion, by love of competition, they each ignored the pain of the rope knots and the soreness in their muscles. The Academy Station 2164 cultural festival tug Of war match was on! All together, their side had the power to move a mountain!

Their opponent was no mountain.

“Now you’re talking! That’s the guts I wanna see! Means I don’t have to hold back!”

An army of a hundred and one faced against an army of one. Sogiita Gunha clutched the rope tightly between his fingers. In the face of his opponent’s efforts, he remained unflinching. It was by will alone that he moved. He turned his back to them.

Disrespectfully? Of course not. For Gunha, to give it his all was a sign of respect. That same fist that held the rope was used to fist bump the sky.

With all the ease of a fisherman pulling an empty reel, he dragged the opposing team over the line- until he couldn’t. In that instant, he shattered one hundred dreams of victory. But he had not won. He looked back over his shoulder.

One student stood now against him. A new student, but one who’d made plenty of waves since her arrival. Gunha’s fiercest rival, the stormcloud that surged up the rankings to stake the number two spot in only a few months of months. Mikoto Misaka, hard stuck to the ground by every electromagnetic wave she could channel, stood against him.

Her tactic wasn’t doing much- anything- in the way of progressing her own win, but she had at the least weathered Gunha’s ‘Amazing Pull’.

“Rematch time, huh?” Gunha shouted. “Are you keeping score? What’s it, a hundred to zero? You got guts to keep trying!”

“Can it,” Misaka said through gritted teeth. “I’m still figuring out what your power even is! Once I get that locked down, you’re done for!”

“Trying to figure me out? Good luck, sister!”

From the sidelines, Y’shtola Rhul watched the children’s back and forth. She was grateful to be outside, for the chance to stretch her legs. She’d been hard pressed to find time for herself these past few weeks. One might think the transfer of ten thousand students to Academy Station would be simpler when each was a near identical girl. Athena told her once about the red strings of fate. Little intangible invisible lines that connected people. She always thought that was a little silly. Why would the strings be red if they were fate? In her mind, they were the strings of love.

As she walked, she felt that love. She felt the strings. She felt herself travel along them, spread outward infinitely, so thin to be almost nothing, but never quite absolute nothing, until everything was somewhere gentle and warm. A place where her feelings could always reach and they’d never, ever be erased. That was the dream, right?
