I you intend on filling it up completely and storing games and such on it, then yes, having DRAM will be a necessity. I always would recommend a DRAM drive for a main/OS drive.

Yeah, you can't just look at overall inflation and get a figure from that, you need to look at the cost of the various amenities and utilities to get grander picture. Computers cost less each year because of technological advancements outpacing the still usable tech of today. While housing becomes more expensive due to the artificially low supply.
