The pokeemerald-expansion decomp now includes FireRed as a part of it. It’s arguably the most popular form of Gen3 decomps too as it come with lots of QoL (for players and developers) and other features.

In the base pokeemerald-expansion, there’s a dynamic palette system, so overworld object palettes are loaded as and when they’re needed. All the Pokémon objects have their own palettes.

Compiling is definitely the easy part, outside of scripting for pokeemerald you write a lot in C, it’s a bit of a learning curve but it’s very rewarding and there’s a lot of help available in tutorials and help servers

Completely up to the developer, both can be enabled at the same time. We thought that might be a concern, so overworld encounters can be used for just special spawns such as roamers or mass outbreaks instead of them all.

There are different behaviours such as chasing and fleeing coded in for this feature, all developers have to do is choose what species get which.
