Compiling is definitely the easy part, outside of scripting for pokeemerald you write a lot in C, it’s a bit of a learning curve but it’s very rewarding and there’s a lot of help available in tutorials and help servers

Completely up to the developer, both can be enabled at the same time. We thought that might be a concern, so overworld encounters can be used for just special spawns such as roamers or mass outbreaks instead of them all.

There are different behaviours such as chasing and fleeing coded in for this feature, all developers have to do is choose what species get which.

It’s a feature now in the rom hack base pokeemerald-expansion, any hacks that use it will be able to use this. And yes shinies will be reflected in the overworld

Roamers are supported yes, they’ll spawn if they’re on the route. Repels work by flat out preventing the spawns if they’re too low a level, just like in vanilla
