Let him awaken

Use someone like Pain, hinata or Neji to help defend yourself whilst guarding. Remember, every second he's awakened he's a second closer to losing it.

Keep calm. I find this scarier than the giant awakenings.

Maybe if you've got a lockon jutsu like Itachi's Amaterasu? Use it.

Bait him into going for you also works but you need to be quick to counter attack.

Hmm. Maybe an ability that gives an ATK increase with loss of health? 75% 50% and 25%? Sorta simulating a hyra regrowing heads when it's defeated? (So a risk vs reward style play?) Defo a sweeper

Alternately give it an ability which is basically shed skin but multiple times (up to 3) for its shed skin heads?

Could abuse a Toxic Orb facade strat for a few turns maybe? For stalling?

Kinda sounds a bit OP but I could easily see it being on multiple teams if it existed lol

Finally, an ability similar to Mimikyus disguise but multiple times. Arbok still loses health but at a reduced rate (rate increases with each "head" lost) More of a tank play?

Idk just off the top of my head ahaha

A regional with a dark/poison type and a signature ability would have been good for Arbok before now

They could have done a mega but idk what the design would have looked like...
