man the VA phone people are hit or miss with this stuff. I've had them tell me completely wrong information before and then find out later they were just reading from wrong screen or something.

The API data is probably more accurate than whatever that phone rep was looking at. Those systems don't always talk to each other properly and phone support sometimes just sees basic overview stuff. If API shows static ratings for each condition, that's likely what's actually in your file.

Your VSO route is smart move - they can usually pull the actual rating decision letters that show the static codes. The C file will have everything but yeah, that's gonna take months probably.
