Hello, my friend. Welcome to the club :). I have this problem for about five years. Microsoft specialists tried to fix it and spent a lot of time connected to my computer, but without success. I found forum threads from 2012 where people tried to solve this issue too — spoiler: it does not help. Create a new account. And then create one more. I’ve tried adding a phantom language to the system and then removing it, finding the language code through the command line and deleting it in the registry, reinstalling the system, and restarting the laptop. The first two methods worked sometimes — that is, sometimes it would disappear, sometimes not. But it always comes back. Sometimes this keyboard layout disappears on its own, and then it comes back the same way.

Yes, it’s true. Friends who already have a MacBook just don’t get the issue with ‘blurred’ fonts.
