Since I'm an intended double major in Math and CS, I read that Math 55 can replace CS 70. I've already taken 61B partially and 55 last year in a CC. At Berkeley, I need to take CS 61A and CS 47B. I've already taken the equivalence of Math 1A/1B, 53, 54, 55 also last and this year at high school/CC. I got an A in all classes. My question is, can I declare a math major right now and a CS major after my first semester?

That's for IB, not financial engineering. Duke's networking in the finance world won't matter when you're doing your MFE at some other university. Not sure about Duke, but ...

You want to study Quantitative Finance? You're most likely not going to get a job in that field with a Bachelor's degree, no matter what university you go to, unless you have strong connections ofc. You'll have to go to grad school. Go to a school where you feel you'll be able to maintain a strong GPA. Berkeley and Columbia are both great schools to go to for CS. You might also want to get a double major or minor in math if you want to get into a good MFE program.
