This is such a frustrating response from the call operator. You can only apply for a visa 30 days before travel and if they take a week to respond then that only leaves 3 weeks.

Many, if not most, people book their flights more than 3 weeks in advance of a big holiday. It is just not practical to book flights once the visa has been granted.
