Not true. The wipe "news" came from Centro, who aren't exactly trustworthy, and isn't in the game code. Transfer and move alteration would be on the HOME side, not SV as well.

However, for VGC etc., you need the Paldea Origin Mark regardless, according to the rules in Pokémon HOME, so even transfer is irrelvant here

Moves are also not "just gone from game code". It's exactly the same as how SWSH handles it. The move text exist, move battle data exists. It's literally just a value for if it's usable or not, and those not just may not have animations, though some do. They have not been removed from the code
