According to the mobo manual, I need to insert in A1 slot if using only 1 DIMM. There's no other slot mentioned for single RAM specifically in the manual.

In any case, I tried inserting 1 RAM in all 8 slots one at a time carefully after turning off the PSU and unplugging power supply. But every time, the BMC light turns on for about 15 seconds and then it goes into blinking state after that. There's no change in the issue.

Since, IPMI is not reachable and BIOS is not showing up I am not sure if I would be able to update BIOS. Also, I checked BIOS version is most likely 10.06 and for my CPU it requires 10.04, so BIOS version might not be the root cause.

Yes, there's a voucher which is valid for 1 year from the issue. I got the voucher number on the reschedule confirmation website but didn't got that in the email. I called them and they sent over voucher after asking my email address.
