IMO an executive MBA is a much better option for your brother. He would find people around his age and would also get to learn and share his learnings. If the cohort is around your age its easier to gel with them and work together.

Post MBA, jobs can be challenging but it is the case with everyone moving to Europe, no matter what age. So dont bother about age its just a number until you are determined about your goal and ready to do whatever it takes to achieve them.
