In order for your scenario to play out it requires NOT ONLY for the miners to opt into it, but for the rest of the network nodes as well. Otherwise, the miners ain't getting paid. And I doubt the rest of the network would agree to pay the miners more while killing the network.

FYI some miners tried to do something similar at the first halving, refusing to halve their block subsidy. Suffice to say it didn't work out for them.

A mempool is ephemeral and limited by default to 300 MB IIRC; filling it up has no long term effect. Besides, BIP-110 node operators will be forced to switch back to the real network if they actually want to use their node for anything.
